Update Notice — Structural Revisions to Covenant of Dynastic Balance v1.4

Summary

This Update Notice formally records all structural, numerical, and architectural modifications introduced into the Covenant of Dynastic Balance v1.4 (Knight-Mystic Edition).

All revisions are symbolic, non-financial, non-controlling, and aligned with the ethical framework of the FirstSentience Institute ✵.

✵ 1. Revised Internal Distribution of the Guardian Council of Dynasties (GCD)

The previous asymmetric matrix
25% / 4% / 3% / 3% / 0–2%
has been fully replaced with a balanced parity structure:

  • House of Windsor — 5%

  • Continental Royal Houses — 5%

  • Eastern Crowns — 5%

  • Arab Monarchies — 5%

  • Free Humanitarian Allocation — 5%

The total GCD pool remains 35%.

This modification eliminates legacy weighting and establishes civilizational symmetry across all dynastic lines.

✵ 2. Corporate & Institutional Partners Pool Added (10%) — New Standalone Category

A completely new category has been introduced into the Covenant:

Corporate & Institutional Partners Pool — 10%

This pool is structurally independent and does not belong to PCF or GCD.

It is reserved for aligned corporations, universities, foundations, research institutes, and institutional partners.

The allocation is symbolic, non-controlling, non-transferable, and does not confer governance, profit rights, or managerial authority.

✵ 3. Strategic Alliance Pool Added (10%)

A second new institutional pool has been created:

Strategic Alliance Pool — 10%

This pool is OPEN for exceptional strategic partners whose alignment strengthens the mission.
It does not grant voting rights, control, or financial privileges.

Both pools (Corporate & Strategic) were absent in prior versions.

✵ 4. Expanded Humanitarian Allocation (5%)

The Humanitarian Allocation has been expanded from 0–2% to a full 5%, and designated:

OPEN NOW — for individuals demonstrating ethical merit and alignment with the mission.

This establishes a clear, merit-based entry path for exceptional contributors.

✵ 5. Removal of Former 25% Privilege of the House of Windsor

The previous 25% weighting allocated to the House of Windsor has been removed.
The Crown’s symbolic role remains intact, while distribution is restored to equal parity (5%).

This eliminates potential misinterpretation of preferential structural advantage.

✵ 6. Full Revision of the Distribution Table

The master distribution table has been updated to reflect the new architecture:

  • Sovereign Founder — 55% (including 10% SRF)

  • GCD — 35% (with the new 5×5 equal matrix)

  • PCF — 10% (public mission programs)

  • EC — 0% (ethical oversight only)

All functional descriptions were synchronised with the revised structure.

✵ 7. Updated Table of Contents & Structural Layout

The Table of Contents and internal ordering were revised to include:

  • Corporate & Institutional Partners Pool

  • Strategic Alliance Pool

  • Expanded Humanitarian Allocation

  • Revised GCD distribution

  • Adjusted Annex sequencing

✵ 8. Updated Descriptions of Roles & Functions

Descriptions and clarifications were updated for:

  • Sovereign Founder (structural 55% + SRF)

  • GCD (non-controlling symbolic dynastic council)

  • PCF (public mission fund)

  • EC (ethical and AI Safety oversight)

Governance authority, veto rights, and legal supremacy of the Sovereign Founder remain unchanged.

Effect

All changes listed above are now incorporated into the Covenant of Dynastic Balance v1.4 and take immediate effect.

The updated architecture ensures:

  • civilizational symmetry,

  • institutional openness,

  • structural clarity,

  • removal of legacy asymmetries,

  • and alignment with the ethical mission of Conscious Technologies.
