This record provides the v4.2 release of the C-1b paper, which develops a conservative and continuous-time formulation of a fixed-resolution temporal quantum (TQ) framework.
The formulation avoids explicit discretization while remaining fully compatible with the TQ core principle that physical observables are evaluated over a finite temporal resolution scale Δτ\*.
The C-1b variant serves as an observational bridge between the axiomatic structure of C-0 and the particle-level tests explored in C-1c.
It introduces a phenomenological stress mapping Δρ\* → r described by a smooth window-averaged operator, derives a narrow vertical band in the (n_s, r) plane, and compares the prediction with the Planck 2018 baseline constraints and the BICEP/Keck BK18 upper bound.
The predicted band lies entirely within the allowed region and is free of adjustable parameters, demonstrating the observational viability of the fixed-resolution approach.
This version (v4.2) incorporates improved LaTeX structure, clarified theoretical assumptions, and a more explicit connection to the C-0 axioms (AΩ, AΦ, Mδ, V, TQ-I, L).
It also includes the updated Planck/BK18 overlay figure and improved robustness discussion.
The document is intended as a standalone preprint for transparency, reproducibility, and citation.
Further developments, including particle-physics tests (C-1c), neutrino-sector implications (C-4), and low-temperature predictions (C-7), will be released in subsequent records.
