The Sovereign Order of Enigmatic Republics (SOER) represents a fully integrated, entropy-resilient governance framework designed to restore ethical, intellectual, and technological sovereignty through recursive and symbolic control. It is powered by RHEA-UCM, a cognitive engine whose symbolic recursion principles are on the way to validation in the Ramanujan-reconstructed Partition Theorem.
