Project REVERTER Executive summary on Energy Poverty in Europe

This summary distils REVERTER’s journey: its methodology, results, and the policy lessons that point the way toward an equitable, energy-secure Europe. REVERTER has shown that energy poverty can be tackled not only by insulating walls, but by building confidence, capacity, and connection. Its legacy is a practical roadmap for governments, researchers, and citizens alike: a Europe where every household can live in a warm, efficient, and dignified home, and where the energy transition leaves no one behind.

Across Europe, millions of households still face the impossible choice between heating, eating, or keeping the lights on. REVERTER shows that this crisis can be transformed into an opportunity for fairness and climate resilience. By combining data science, community action, and policy innovation, the project turned European renovation goals into tangible improvements in people’s lives.

Four pilot regions: Brezovo (Bulgaria), Athens (Greece), Riga (Latvia) and Coimbra (Portugal) demonstrated how deep building renovation, social inclusion, and local engagement can work hand in hand.
