ORGANIZATIONAL-ECONOMIC MECHANISMS FOR ENHANCING COMPETITIVENESS OF SERVICE ENTERPRISES: A SYSTEMATIC FRAMEWORK FOR STRATEGIC DEVELOPMENT

This study develops a comprehensive systematic framework for organizational-economic mechanisms aimed at enhancing competitiveness of service enterprises in contemporary market conditions. The research addresses the critical challenge facing service sector organizations: establishing effective mechanisms that simultaneously optimize internal management systems, resource allocation, service quality, pricing strategies, production efficiency, and customer service approaches in increasingly competitive environments. Drawing upon extensive review of international literature and theoretical contributions from industrial organization economics, strategic management, and service operations theory, the study synthesizes diverse perspectives on organizational-economic mechanisms into a coherent analytical framework. The research employs systematic analysis methodology to examine the structural components, functional relationships, and operational processes characterizing effective competitiveness enhancement mechanisms. The study's principal contribution consists of a nine-stage systematic framework encompassing: (1) strategic analysis and planning including market analysis, competitor assessment, and goal formulation; (2) organizational structure and management improvement incorporating process simplification and team development; (3) innovative technology utilization including automation, digitalization, and artificial intelligence applications; (4) customer service enhancement and relationship management; (5) service quality management and monitoring systems; (6) marketing and brand development strategies; (7) employee qualification and development programs; (8) financial management optimization; and (9) comprehensive monitoring and analytical assessment. Each framework stage incorporates specific components and descriptive guidelines enabling practical implementation across diverse service enterprise types including communications and information services, real estate services, trade services, accommodation and catering services, financial services, and transportation services. The framework emphasizes the critical importance of systemic approaches ensuring effective interactions among all organizational components, competitive strategy development and implementation, and continuous mechanism optimization based on scientific principles. Empirical validation potential is discussed through application scenarios in various service sector contexts, with particular attention to resource optimization, innovation implementation, and rapid response to customer needs as fundamental drivers of sustained competitive advantage. Policy implications highlight the necessity of supportive regulatory frameworks, investment in human capital development, technology infrastructure, and quality assurance systems enabling effective mechanism implementation. The study contributes theoretically by clarifying conceptual foundations of organizational-economic mechanisms in service contexts, addressing definitional ambiguities in existing literature, and providing structured analytical tools for mechanism assessment and improvement. Practically, the framework offers service enterprise managers systematic guidance for competitiveness enhancement initiatives, while informing policymakers regarding institutional conditions supporting competitive service sector development.
