This paper presents the Viorazu. Hypothesis—a mathematical framework for implementing ethical constraints in AI surveillance systems. We formalize the topological separation of crime detection from thought control, design a five-layer architecture preventing PSYCHO-PASS-type dystopia, and prove ethical completeness through formal guarantees. The framework integrates topology, graph theory, information theory, and probability to mathematically prevent abuse while enabling legitimate crime detection via linguistic DNA analysis.
