Çin Halk Kurtuluş Ordusu'nun "Topyekûn Savaş" Yeteneği Üzerine
Description
War is a great school of dialectical materialism, where there is no room for carelessness. Therefore, one may speak of “idealist” philosophy, “metaphysical” political economy, or “critical” identity and gender theories that disregard scientific grounding and blur social struggle—but there is no such thing as “post-modern” military thought, nor can there ever be.
This article examines the concept of “total war” in the People’s Liberation Army (PLA) of China within the framework of its historical, doctrinal, and technological transformations. The “people’s war” concept shaped during the Mao Zedong era evolved from an ideological self-defense strategy into a comprehensive national security doctrine. Although military spending was limited during the Deng Xiaoping period due to the priority of economic development, since the 2000s China has developed a new “comprehensive defense capacity” encompassing the information, network, and space dimensions of modern warfare. Under Xi Jinping’s leadership, the integration of the military and civilian sectors, high-tech investments, and the strategic deterrence doctrine have made the PLA a globally deterrent power rather than merely a regional one. The article demonstrates that China’s defense strategy has evolved from the classical “people’s war” model to the “intelligent warfare” concept of the digital age, redefining China’s geopolitical position within the emerging multipolar international system.
