Description
This paper explains how there are many types of research investments, by multiple investors, that need to be combined in order to achieve results. Such investments can be financial, material and of opportunity. At least one researcher must personally invest at least some of his time---this is the mandatory investment. Others, from funders, states, institutions and of course other researchers, are needed, with various levels of criticality.
Research policy needs to consider the peculiarities of these co-investment problems.
Research policy occurs at the state level, but also at many other levels, down to the daily decisions of each individual scientist about any of his projects.
There is a continuum between research activity per se and research policy, they are two sides of the same coin.
