In the race to leverage Artificial Intelligence (AI), decision-making has become both the accelerator and the constraint of organizational progress. Despite historic levels of AI investment, over 90% of initiatives fail to reach measurable impact. The cause is not technological immaturity but behavioral inertia — a widening Decision Agility gap.

This research brief, published by the Leadership Execution Institute, defines Decision Agility as the capability that converts pressure into clarity, speed, and alignment in volatile, uncertain, complex, and ambiguous (VUCA) environments. It introduces the C.A.L.M.™ Model (Clarify, Assess, Limit the Noise, Move with Confidence) as a structured method to help leaders make confident, visible decisions under pressure.

Building on the FONE Framework (Fear, Overconfidence, Negative Impressions, Execution Blindness), the paper explores how executive indecision—not technology—is driving AI project failure rates and organizational drift. It provides an applied decision model linking behavior, confidence, and execution consistency through the Leadership Execution System (LES).

The report concludes that decision speed, when reinforced through behavioral systems, has become the ultimate competitive advantage in the AI era.
