Incoherence is a multidimensional risk to international security.

The Global Coherence Index (GCI) is a developing analytical framework designed to identify and measure alignment between what global actors write, say, and do. This Version 2.0 refines the conceptual structure established in GCI v1, introducing a triadic methodology centered on the Policy–Discourse–Action model, moderated by an Integrity variable that weights coherence by verified social and ecological benefit.

The GCI functions as both diagnostic and developmental, inviting transdisciplinary collaboration toward a measurable science of coherence, bridging International Relations, systems theory, and complexity research. Version 2.0 - October 2025.
