PAC–μ⁴ (V14→V30): Baseline, Formal Upgrades, Evidence Pipeline, and Prototype Roadmap Submission-ready consolidated manuscript

We consolidate the PAC–μ⁴ program from V14.0 (baseline freeze) through V30. Without altering axioms A0–A4 or the mother-equation skeleton, we advance along four arcs: (i) formal tightening of operator–geometry foundations; (ii) evidence pipeline unification (single-curve cross-fit, causal-safe shaping, stopping-entropy); (iii) instrumentation & metrology for μ-linked observables; and (iv) engineering prototypes with safety envelopes and certification. Each version specifies Release Criteria and negative-prediction domains to ensure refutability. The result is a compact, auditable path from operator-spectral theory to multi-domain validation and buildable artifacts.
