Problem statement. The martial law has significantly transformed the system of land relations in Ukraine, creating a dual challenge for the state: ensuring food security and maintaining the stability of the legal regime of land use. Farmers have proven to be particularly vulnerable, as disruptions in land-management procedures, limitations on oversight, and the accelerated nature of administrative decision-making generate additional risks. This calls for a scientific analysis of the administrative and legal mechanism regulating their activity under the conditions of a special legal regime. The purpose of the article is to conduct a comprehensive study of the administrative and legal framework for the rational use and protection of agricultural land by farming enterprises during martial law, to identify its key elements, reveal existing problems, and formulate directions for improvement. Methods. The system-structural method is applied to uncover the institutional and normative structure of the administrative and legal mechanism in the field of farm land use; the functional method is used to analyse the role of public authorities, military administrations, territorial communities, and supervisory bodies in ensuring lawful use of land resources; the comparative-legal method makes it possible to assess the changes introduced by wartime legislation and compare them with pre-war procedures of land-resource management. Results. It is established that martial law has led to the shift towards flexible administrative and legal models of land-resource governance, which must combine operational decision-making with adherence to the principles of sustainable development and environmental safety. The functions of public administration bodies in ensuring substantive control over the rational use and protection of land resources are revealed. The impact of special wartime legislation on procedures for allocating land plots, conducting monitoring, maintaining cadastral records, and performing environmental control is analysed. The pivotal role of farming enterprises as subjects ensuring the country’s food independence is substantiated, highlighting the need for enhanced legal protection and stabilisation of land-use procedures. Conclusions. Improvement of the administrative and legal framework for the rational use and protection of land by farming enterprises should be based on the digitalisation of state land control, expansion of local self-government competencies, development of national programmes for the restoration of degraded soils, and strengthening of farmers’ legal awareness. After the termination of martial law, the state must establish a stable and scientifically grounded model of land-resource governance that will support the recovery of Ukraine’s agricultural potential and ensure sustainable development of rural areas.
