Постановка проблеми. Обґрунтовується, що попри формування після 2014 року розгалуженої системи адміністративно-правових засобів протидії корупції в судовій системі України, її практична ефективність залишається обмеженою. Це зумовлено наявністю нормативних колізій, фрагментарністю адміністративних процедур, недостатньою узгодженістю між антикорупційними інституціями та збереженням високого рівня суспільної недовіри до судової влади, що особливо загострюється в умовах воєнного стану. Метою статті є окреслення теоретико-правових проблем протидії корупції у судовій системі. Методи. У процесі дослідження застосовано формально-юридичний метод для аналізу чинного адміністративного та антикорупційного законодавства, що регламентує діяльність суддів і відповідних інституцій. Системно-структурний метод використано з метою виявлення взаємозв’язків між елементами антикорупційної інфраструктури судової влади. Порівняльно-правовий метод дозволив оцінити ступінь відповідності національного регулювання міжнародним антикорупційним стандартам. Соціологічний та статистичний аналіз застосовано для узагальнення даних про сприйняття корупції, рівень довіри до судової системи та ефективність антикорупційної політики. Формально-логічний метод використано для систематизації проблем та формулювання узагальнених висновків. Результати. Установлено, що чинна модель протидії корупції в судовій системі України має нормативно завершений характер і охоплює превентивні, контрольні та каральні елементи, однак у практичному вимірі демонструє обмежену результативність. Виявлено ключові проблеми, зокрема розрив між задекларованими антикорупційними цілями та реальними механізмами їх реалізації, недосконалість процедур добору й оцінювання суддів, розмитість критеріїв доброчесності, недостатню прозорість діяльності судових органів, а також посилення корупційних ризиків в умовах воєнного стану та нестабільного фінансування. Висновки. Підвищення ефективності протидії корупції в судовій системі України потребує не лише подальшого нормативного розвитку, а насамперед системної уніфікації адміністративних процедур, посилення внутрішнього та зовнішнього контролю, чіткого визначення стандартів доброчесності суддів і забезпечення прозорості інституційної діяльності. Особливого значення набуває адаптація антикорупційних механізмів до умов воєнного стану та узгодження національного регулювання з міжнародними стандартами верховенства права і суддівської незалежності.

Problem statement. It is substantiated that despite the establishment, after 2014, of an extensive system of administrative and legal instruments for combating corruption in the judicial system of Ukraine, its practical effectiveness remains limited. This is due to the existence of normative inconsistencies, the fragmented nature of administrative procedures, insufficient coordination among anti-corruption institutions, and the persistence of a high level of public distrust in the judiciary, which becomes particularly acute under conditions of martial law. Purpose. The purpose of the article is to outline the theoretical and legal problems of combating corruption in the judicial system. Methods. In the course of the study, the formal legal method was used to analyze the current administrative and anti-corruption legislation regulating the activities of judges and relevant institutions. The systemic and structural method was applied to identify interconnections between the elements of the anti-corruption infrastructure of the judiciary. The comparative legal method made it possible to assess the degree of compliance of national regulation with international anti-corruption standards. Sociological and statistical analysis was employed to generalize data on the perception of corruption, the level of trust in the judicial system, and the effectiveness of anti-corruption policy. The formal logical method was used to systematize the identified problems and formulate generalized conclusions. Results. It was established that the current model of combating corruption in the judicial system of Ukraine is normatively comprehensive and includes preventive, supervisory, and punitive elements; however, in practice it demonstrates limited effectiveness. Key problems were identified, including a gap between declared anti-corruption goals and actual mechanisms of their implementation, deficiencies in the procedures for the selection and evaluation of judges, the vagueness of integrity criteria, insufficient transparency in the activities of judicial bodies, as well as the intensification of corruption risks under conditions of martial law and unstable funding. Conclusions. Enhancing the effectiveness of combating corruption in the judicial system of Ukraine requires not only further normative development but, above all, systematic unification of administrative procedures, strengthening of internal and external oversight, clear definition of judicial integrity standards, and ensuring transparency in institutional activities.
