Augmented urban analysis: integrating open data and collective intelligence for decision support in Lisbon with "O Meu Bairro"

Understanding urban dynamics is crucial for territorial planning, yet conventional data often lacks currency and dynamism. This work introduces "O Meu Bairro" (My Neighborhood), an innovative platform that integrates Open Data with Collective Intelligence (CI) to provide a granular and reliable perspective on Lisbon's urban neighborhoods, thereby catalyzing informed decisions. The platform empowers residents through active participation and offers urban planners and policymakers contextualized data, facilitating more effective urban management tailored to local specificities. The methodology centers on the strategic fusion of objective data from public sources with subjective perceptions generated by citizens. The approach included the selection and processing of Open Data datasets, the creation of density-based neighborhood clusters, and the collection and encoding of qualitative information via CI surveys. Quality indices were developed from both sources, enabling comparative and integrated analysis. Results demonstrate the platform's ability to transform raw data into actionable knowledge, revealing distinctive patterns and complementing objective information with lived perceptions. This work contributes to the field of urban informatics, offering a model for the inclusive and precise understanding of complex urban scenarios.
