The Impact of Digital Transformation on People's Satisfaction with Administrative Procedure Reform in Vietnam

In the context of Vietnam promoting the development of a digital government, administrative procedure reform is considered a key area to improve governance efficiency and strengthen people's trust. The study aims to analyze the impact of digital transformation on people's satisfaction with administrative procedure reform. Mixed methods, in which qualitative research plays a key role with the SWOT tool combined with expert interviews and policy analysis, the study also uses secondary data from SIPAS, PAR Index, and national digital transformation reports. The results show that digital transformation has contributed to increasing transparency, reducing time, costs, and improving service attitudes, thereby improving people's satisfaction. However, factors such as unsynchronized infrastructure, limited digital skills, fragmented data, cybersecurity risks, and digital inequality remain significant barriers. On that basis, the study proposes policy strategy groups according to the SWOT matrix (SO, WO, ST, WT) to promote strengths, overcome weaknesses, take advantage of opportunities, and respond to challenges. People's satisfaction is sustainably improved when digital transformation is implemented in an inclusive, synchronous, and people-centered direction.
