An Innovative Strategic Entrepreneurship Framework for Cooperative Growth in Malaysia

Cooperatives form a critical part of Malaysia’s socio-economic architecture, advancing financial inclusion, fostering employment creation, and promoting a fairer distribution of wealth. Despite their potential, the sector has yet to achieve its predicted impact. Enduring challenges including fragile governance mechanisms, structural inefficiencies, and the absence of coherent long-term strategic frameworks have constrained progress. Consequently, cooperatives currently contribute merely 3 to 4% to national GDP, a figure that falls significantly short of policy expectations and developmental aspirations.  This study advances a Strategic Entrepreneurship Model aimed at reconfiguring the cooperative sector toward enhanced competitiveness, operational efficiency, and long- term sustainability. The model is structured around five mutually reinforcing pillars: entrepreneurial mindset; entrepreneurial culture and leadership; strategic resource management; innovation and creativity; and social value creation. Collectively, these pillars are designed to mediate the inherent tension between economic profitability and member well-being. By situating cooperatives within a strategic entrepreneurship paradigm, the model delineates actionable pathways through which cooperatives can cultivate resilience, sustain relevance, and generate transformative social and economic impact in the context of an increasingly volatile and complex global economy.
