This article explores the tensions between human rights culture and local dynamics in Colombia’s Coffee Axis municipalities. Based on the Itinerant Seminar “Human Rights: Theory and Practice,” it addresses three axes: the context of armed actors and displacement, municipal governance, and community-based solutions. It advocates for strengthening the role of local governments as enablers of civil society, emphasizing participatory budgeting, peace labs, and citizen oversight.
Abstract (Spanish)
Este artículo analiza las tensiones entre cultura de derechos humanos y dinámicas locales en municipios del Eje Cafetero colombiano. A partir del Seminario Taller Itinerante “Derechos Humanos: Teoría y Práctica”, se abordan tres ejes: el contexto de actores armados y desplazamiento, la gobernancia municipal y las salidas comunitarias. Se propone fortalecer el papel del Estado local como potenciador de la sociedad civil, con énfasis en presupuestos participativos, laboratorios de paz y veedurías ciudadanas.
