Annotated bibliography—Open source software policies by governments in India

Description

Literature pertaining to policies for the adoption and promotion of open source software (OSS) by the national, state and union territory governments in India. This is a living document and a work in progress.

We have chosen to use the term OSS instead of FOSS (free and open source software) or FLOSS (free/ libre and open source software) based on the terminology used by the Ministry of Electronics and Information Technology (MeitY), Government of India.

Last updated: September 7, 2025. Rectification made: “Federal government” was changed to “state government” in three places.
