A phenomenological lens where cosmic acceleration arises from loss of confinement in a rail/loop network. A tension density (“condensed magnetism”) contributes to an effective potential ψ_eff that guides rotation and lensing. Two regimes—BH₂ (E-mode, ℓ≈2) and BH₄ (T-mode, ℓ≈4)—organize observables. Includes an illustrative cohesion Lagrangian L_QC; proposes three falsifiable signals: ps-level single-traveler jitter (100 m), near-miss pre-contact deflection (Δθ ~10⁻⁹–10⁻⁷ rad at b ~10–100 r_beam), and rail-guided weak-shear ripples phase-locked to polarization/RM changes.
