Changes:
- Refactor survey propagation around a reusable Frame class.
- Adds optional aligned-reference and physical-element entrance/exit frames to survey tables.
- Supports misalignment geometry for straight, curved, sliced, and rectangular-bend elements.
- Adds CERN Coordinate System conversions and standalone survey/frame utilities.
- Extends Translation with shift_s tracking, survey, and loader support.
