The adoption of Agile and DevOps practices has become a strategic imperative for enterprises seeking to
accelerate software delivery and enhance market responsiveness. While many organizations embrace these
methodologies, a significant challenge persists: the objective measurement of progress and maturity. Without
structured assessment frameworks, organizations often rely on subjective impressions, vanity metrics, or
incomplete dashboards, which obscure genuine progress and mislead stakeholders. This article proposes a
comprehensive hybrid maturity assessment framework that integrates two complementary perspectives: a
capability maturity model based on qualitative dimensions such as culture, automation, architecture, and testing,
and a performance maturity model grounded in quantitative indicators, notably the four key DevOps Research
and Assessment (DORA) metrics. We provide detailed maturity rubrics, implementation toolchains, and practical
guidance on linking capabilities with performance outcomes. To illustrate its application, a case study from a
global financial institution demonstrates how the framework enables data-driven transformation planning and the
quantification of improvements in both technical and business outcomes. By blending cultural diagnostics with
hard performance data, this framework offers leaders a holistic, objective, and actionable instrument to benchmark
their current state, guide their transformation journey, and demonstrate tangible business value.
