This paper presents a conceptual framework designed to explain the phenomena of dark matter and quantum gravity without invoking hypothetical dark-matter particles or the graviton.  The model defines dark matter as collections of “material repositories’’—pure mass voids completely devoid of energy—bound together by quantum gravity, which is itself the superposed energetic repositories of the three fundamental forces.  Gravity thus emerges as a continuous field of pure galactic energy rather than a particle.  A dual picture links dark matter with quantum gravity at the galactic scale, while cosmic voids and dark energy are connected at the cosmological scale.  The framework naturally resolves the cosmological-constant problem by showing that theoretical calculations measure the universal energetic repository in superposition, whereas observational measurements collapse the superposition, yielding a single-galactic value.  Testable predictions include distinct galactic-gas dynamics, time-evolving dark-matter-halo density profiles, and unique gravitational-lensing signatures.  The work provides the conceptual basis for a future mathematical formulation.
