Toward Media Reform in Post-Conflict Region of Kurdistan: An Analytical Case Study of the CHMK National Forums

This research investigates the opportunities and challenges of media reform in the post-conflict context of the Kurdistan Region of Iraq by conducting a thematic content analysis of the recommendations generated by the first and second CHMK National Forums, convened by the Kurdish Media Watchdog Organization (CHMK.org) on 10 July 2021 and 26–27 May 2025. Employing qualitative analytical methods and comparative thematic evaluation, the research investigates how both forums responded to systemic challenges in the media sector and articulated strategic reform pathways. The analysis reveals a discernible shift from diagnostic critique toward practical implementation, signalling the evolution of a more structured and mature reform agenda. While both forums consistently prioritised legal harmonisation, institutional strengthening, and the enhancement of journalistic standards, the second forum notably advanced more actionable, stakeholder-orientated recommendations, emphasising the operationalisation of reforms. This progression highlights the critical role of sustained multi-stakeholder dialogue, inter-institutional cooperation, and empirically grounded policymaking in advancing democratic media governance in fragile post-conflict environments. Thus, the Kurdistan Region of Iraq serves as an illustrative case for understanding both the entrenched obstacles and the transformative possibilities inherent in iterative media reform processes. Ultimately, the study underscores the necessity of long-term policy commitment, inclusive engagement, and evidence-based strategies for fostering resilient and accountable media systems in complex transitional settings.
