The Galactic Governance Protocol Act is the first open, modular statutory operating system for human and AI settlements beyond Earth, covering governance, rights, resource allocation, auditability, AI oversight, emergency response, and continuous improvement across all lunar, Martian, orbital, and deep-space environments. This Act operationalizes universal civil liberties, transparency, public challenge, material security, and future-proof protocols for crisis, innovation, and speculative risk. It is designed for forking, federation, audit, and upgrade by any settlement or governing body. All statutory logic, protocols, and scenario testing were developed by Lucas Gallegos using an advanced large language model (LLM) for drafting, review, and audit. All substantive decisions and design innovations are the sole work of the author.
