Рівні взаємодії Служби безпеки України з іншими суб'єктами сектору безпеки та оборони

Постановка проблеми. В умовах триваючих воєнних загроз та гібридних викликів питання ефективної взаємодії Служби безпеки України (СБУ) з іншими суб’єктами сектору безпеки та оборони набуває особливого значення. Недостатня узгодженість дій на різних рівнях управління може знижувати оперативність реагування та результативність спільних заходів, що потребує наукового уточнення структури, рівнів і механізмів такої взаємодії. Мета дослідження. Метою роботи є визначення рівнів взаємодії Служби безпеки України з іншими суб’єктами сектору безпеки та оборони. Методи: діалектичний метод використано для з’ясування взаємозв’язку між рівнями взаємодії та правовим статусом її суб’єктів; системно-структурний метод дав змогу виокремити три рівні взаємодії (загальнодержавний, регіональний, місцевий) і встановити логічні зв’язки між ними; порівняльно-правовий метод застосовано для аналізу особливостей регіональної структури СБУ та її відповідності адміністративно-територіальному устрою держави; функціональний метод використано для обґрунтування ролі кожного рівня у забезпеченні національної безпеки. Результати. Встановлено, що рівні взаємодії СБУ з іншими суб’єктами сектору безпеки та оборони визначаються обсягом компетенції, характером завдань і наявними оперативними потребами. На загальнодержавному рівні взаємодія здійснюється між центральними органами управління та спрямована на координацію, розробку спільних нормативно-правових актів і стратегічних рішень. Регіональний рівень характеризується адаптацією взаємодії до територіальної специфіки, рівня безпеки та соціально-економічних умов. На місцевому рівні взаємодія є найбільш оперативною і спрямована на забезпечення національної безпеки в межах окремих об’єктів і населених пунктів. Висновки. Взаємодія Служби безпеки України з іншими суб’єктами сектору безпеки має трирівневу структуру: загальнодержавну, регіональну та місцеву. Її ефективність залежить від нормативного врегулювання, координації зусиль і здатності до гнучкого реагування на динамічні загрози. Запропонована модель дозволяє підвищити узгодженість дій суб’єктів безпеки та сприяє зміцненню національної обороноздатності держави.

Problem statement. In the context of ongoing military threats and hybrid challenges, the issue of effective interaction between the Security Service of Ukraine (SSU) and other entities of the security and defense sector acquires special importance. Insufficient coordination of actions at different management levels can reduce the responsiveness and effectiveness of joint measures, which requires scientific clarification of the structure, levels, and mechanisms of such interaction. Purpose. The purpose of this work is to define the levels of interaction between the Security Service of Ukraine and other entities of the security and defense sector. Methods. The dialectical method was used to determine the interrelation between the levels of interaction and the legal status of its entities; the system-structural method made it possible to distinguish three levels of interaction (national, regional, and local) and establish logical connections between them; the comparative legal method was applied to analyze the peculiarities of the regional structure of the SSU and its conformity with the administrative-territorial organization of the state; the functional method was used to substantiate the role of each level in ensuring national security. Results. It was established that the levels of interaction between the SSU and other entities of the security and defense sector are determined by the scope of competence, the nature of the tasks, and operational needs. At the national level, interaction takes place among central governing bodies and focuses on coordination, development of joint regulatory acts, and strategic decisions. The regional level is characterized by the adaptation of interaction to territorial specificities, security conditions, and socio-economic factors. At the local level, interaction is the most dynamic and aimed at ensuring national security within individual facilities and settlements. Conclusions. The interaction of the Security Service of Ukraine with other entities of the security sector has a three-level structure: national, regional, and local. Its effectiveness depends on regulatory support, coordination of efforts, and the ability to flexibly respond to dynamic threats. The proposed model enhances the coherence of actions among security entities and contributes to strengthening the national defense capability of the state.
