FACTORS AFFECTING CALANASAN 24/7 EMERGENCY OPERATION CENTER (EOC): A COMPREHENSIVE ANALYSIS

This study investigated the various organizational, technological, logistical, human resource, and policy-related factors affecting the performance and efficiency of the Calanasan 24/7 Emergency Operations Center (EOC) in Calanasan, Apayao, Philippines. Using mixed-methods approach, surveys, key informant interviews, field observations, and document analysis were employed to identify the factors as well as the internal and external challenges in the local disaster response system. Key findings reveal that the EOC is moderately affected by a lack of updated equipment, unreliable internet connectivity, inadequate training and staffing, and logistical difficulties exacerbated by geographic isolation. Although policies and structures exist, their implementation is inconsistent. The study concludes that a comprehensive performance enhancement strategy and local policy reform are necessary to strengthen the capacity of Calanasan's EOC. Recommendations include institutionalizing ICS, increasing local funding, improving infrastructure, and supporting human resources through training, incentives, and mental health support.
