Description

To ensure that the PCP is appropriately calibrated, we designed the PCP tendering process, in close cooperation with the buyers group, triggering and organizing an effective capacity building process and mutual learning-by-doing process. This document reflect this process which led to the preparation of the Invitation to tender (Deliverable 5.2)
