TERRITORIAL INSERTION OF HOUSING PROJECTS UNDER THE MINHA CASA MINHA VIDA PROGRAM IN PONTA GROSSA (PR), BRAZIL

This article analyzes the territorial insertion patterns of housing projects developed under Brazil’s Minha Casa Minha Vida Program (PMCMV) in the municipality of Ponta Grossa (PR), focusing on the relationship between peripheral location and access to urban infrastructure, public services, and facilities. The research adopts a qualitative and quantitative case study approach, combining primary data (IBGE, PROLAR, Ministry of Cities), drone overflights, geospatial analysis, and classification of housing developments into urban insertion scenarios (A, B, and C). A bibliometric review of international scientific literature on housing policy (2020–2025), based on Scopus and Web of Science, was conducted to frame the theoretical-methodological background. The findings show that most housing projects are located in areas with limited infrastructure and weak urban connectivity, leading to high public costs and reinforcing socio-spatial segregation. It is concluded that, despite expanding formal housing access, PMCMV fostered urban sprawl and compromised the right to the city, highlighting contradictions between the program's social goals and its economically driven implementation.
