This study explores the current state, challenges, and development prospects of leading tour operators in Uzbekistan, with a particular focus on Dolores Travel, OrexCA, Sayyoh Tour, and Ulysse Tour. The research applies a mixed-methods approach combining SWOT analysis, comparative benchmarking, and sectoral data from 2020 to 2024. Key indicators such as digital integration, service export potential, multilingual capacity, and alignment with national policy goals are examined. The study utilizes official statistics from the State Committee for Tourism of Uzbekistan, UNWTO, WTTC, and industry reports.
The findings reveal that while operators like Dolores Travel and OrexCA have successfully adopted digital tools and international branding strategies, others such as Sayyoh Tour and Ulysse Tour remain focused on traditional markets with limited innovation. The analysis also shows that digital transformation, professional workforce development, and stronger public-private partnerships are essential to enhancing the sector's global competitiveness.
The paper concludes with policy-oriented recommendations for expanding tour operator capacities, increasing service exports, and aligning company-level strategies with Uzbekistan’s national tourism development programs, including Presidential Decree PF-60 (2022). The results contribute to a deeper understanding of how differentiated strategic behavior among tour operators affects tourism sector development in emerging economies
