Exposure Database Development for Earthquake Impact Assessment of "The Big Ones" Using REDAS: A Basis for Mitigation and Preparedness Plan in Barangay Dolores, San Fernando, Pampanga

Barangay Dolores, City of San Fernando, Pampanga, lies in a seismically active zone, surrounded
by “The Big Ones” of Pampanga: the East Zambales Fault (EZF), West Valley Fault (WVF), and Iba
Fault. Due to its vulnerability, this study developed an exposure database and estimated potential impacts
of these fault lines using the Rapid Earthquake Damage Assessment System (REDAS) and Geographic
Information System (GIS) technology. Objectives included simulating earthquake scenarios, assessing
earthquake impacts, and supporting the development of a mitigation and preparedness plan. Building
footprints and attributes were collected through a foot survey and street view analysis, then processed in
REDAS to simulate impacts from the three faults. Results showed the EZF (Mw 7.4) posed the greatest
threat, predicting PEIS Intensity VII (Destructive), 22 fatalities, 12 life-threatening injuries, and ₱8.2
billion in losses. The WVF (Mw 7.2) and Iba Fault (Mw 6.6) showed lower impacts. A GIS-based
evacuation map was created and validated through a focus group discussion with barangay officials and
stakeholders, confirming its value in preparedness and disaster resilience.
