This white paper critically examines the systemic failure of executive leadership across public, private, and academic sectors to support frontline and middle managers. Drawing on transformational leadership theory and supported by empirical research, it identifies how disengaged executive practices—such as optics-based promotions, poor succession planning, and cultural neglect—drive burnout, attrition, and institutional decline. The paper presents a five-part corrective framework focused on leadership development, accountability, and performance-based advancement. It also explores the executive role in shaping organizational culture and argues for a return to values-driven, outcome-focused leadership. This work serves as both a diagnostic and a call to action for institutions seeking to restore trust, capacity, and long-term resilience.
