VetraOS Social System Policy Framework

This preprint presents the first comprehensive policy framework for the deployment and regulation of VetraOS — an AI-powered, edge-enabled livestock health and coordination platform. Designed for scalability, resilience, and inclusion, VetraOS introduces a new model for national agricultural infrastructure by integrating sensors, AI agents, veterinary services, and farmer interfaces into a unified intelligent system.

The framework outlines operational standards, triage response protocols, hardware maintenance requirements, educational onboarding, and coordination mechanisms between farmers, veterinarians, and local cooperatives. It aims to inform national and subnational governments, NGOs, policy architects, and institutional partners interested in deploying scalable agri-intelligence solutions.

We invite collaboration, critique, and co-development — especially from stakeholders in public health, agricultural economics, AI governance, and rural development.
