Abstract
The transition from the Millennium Development Goals (MDGs) to the Sustainable Development Goals (SDGs) reflects a shift in the global development paradigm from a sectoral approach to a more integrative, participatory, and sustainable model. The MDGs implemented in the 2000–2015 period have driven progress in education, health, and poverty alleviation, but are considered less inclusive and limited to the context of developing countries. In response to these challenges, the SDGs were launched in 2015 with a scope of 17 goals and 232 indicators that are universal and integrated. This study aims to examine the comparison between MDGs and SDGs indicators in detail, identify discontinuous indicators and new indicators in the SDGs, and examine their implications for development policies in Indonesia. The method used is descriptive-analytical with a literature study approach to national and global documents such as reports from Bappenas, SMERU, UN, and WHO. The results show that the SDGs adopt a broader and more inclusive approach, covering issues such as climate change, clean energy, inequality, and institutions that are not covered in the MDGs. Meanwhile, several MDG indicators such as the proportion of orphans due to AIDS or telecommunication rates are removed in the SDGs. In Indonesia, this shift has been responded to through the integration of the SDGs into the RPJMN and the cross-sectoral sustainable development roadmap.
