The Global Coherence Index (GCI) is a proposed interdisciplinary framework for measuring semantic, spatial, and institutional alignment in international systems. This working paper introduces the foundational logic, typologies of incoherence, and measurement methodologies of the GCI. It draws from political theory, International Relations, geopolitical theory, and systems thinking to identify coherence as a critical variable for international security and peacebuilding. The framework adapts and integrates established indices (HDI, GPI, MPI) and proposes new indicators related to narrative harmony, institutional resonance, and crisis adaptability. Version 1.0 — published May 2025.
