Description
The objectives of this report are forthfold. First the development of automated tools for cross-checking datasets with direct (encrypted) identifiers. In most of the cases
statistical agencies and other bodies of the Administration share common unique identification numbers, therefore the direct linkage is possible within the administration
but with other institutions or with highly sensitive data encrypted identifiers needs to be used. In other cases, mostly in countries where there is not an Unique personal
identifier, methodologies are needed to be created for cross-checking datasets using common characteristics with indirect identification. These cross checking of
databases will enable in the future the generation of detailed statistical outputs without privacy breaches, mostly based on synthetic data which will be approached in the
second phase of the project. The final objective is outlining the implementation of a pilot Intermediate Data Center (IDC). In a future with scarce personal resources in
Statistical Offices and an increasing demand of data access and use, the creation of IDC will reduce the pressure that Data producers are experiencing meanwhile facilitating and increasing data access and use.
