Position paper on poverty measurement

This paper seeks to inform the development of official poverty measures in Australia. It recommends the adoption of a dual approach, which includes income-based metrics complemented by direct or multidimensional metrics. The paper assesses a range of income-based poverty metrics and makes recommendations about the substance and process to address this critical gap in national progress indicators.
