Bihar, a flood-prone state in northeastern India, experiences recurring and devastating floods due to its geographical vulnerability, exacerbated by changing climatic conditions and socio-economic factors. Early Warning Systems (EWS) have emerged as a crucial tool in flood disaster management to reduce the loss of life, property, and economic setbacks. This paper critically reviews the current state of EWS in Bihar, evaluating its technological advancements, socio-economic impacts, and challenges, particularly in the aftermath of the 2023 floods. The review identifies key weaknesses in the system, including delays in warnings, poor infrastructure, inadequate inter-agency coordination, and low community engagement. Through an examination of past flood events and EWS performance, this paper proposes actionable recommendations to enhance the effectiveness of flood risk management in Bihar, with a focus on technological integration, policy reforms, and community-based preparedness.
