Abstract
The research conducts an analytic analysis of e-governance adoption along with effectiveness in Chandigarh which functions as a distinctive Union Territory in India with dual administrative systems and smart city framework. The study investigates digital public service delivery performance alongside inclusiveness together with institutional challenges by employing surveys from 120 government employees and citizen respondents with additional analysis from secondary data. The investigation showcases notable digital governance development through Sampark Kendras and e-Samadhan platforms because they achieve extensive service coverage and maintain acceptable user contentment levels. The continued existence of disparities stems from deficient infrastructure quality alongside low computer literacy among marginalized people along with official resistance and weak connections between departments. The conceptual framework demonstrates the linked relationship between digital service provision and administrative efficiency and citizen participation methods. The researchers suggest building up digital infrastructure as well as educational programs which integrate digital learning with the development of digital platforms that serve all demographics in order to connect every citizen. This paper presents strategic guidelines for developing robust accessible e-governance frameworks as part of Digital India Mission for Smart Cities.
