Workshop on identification of barriers and information needs for ENBIOS modelling: The Catalan case study.

The JustWind4All project aims to accelerate the deployment of onshore and offshore wind energy in Europe through effective governance, creating synergies among people and organizations to coordinate and participate in wind energy actions. The project develops knowledge, practical guidelines, instruments, strategies, and training for just and effective decision-making in wind energy governance. One of its key activities is the Wind Forum, a platform designed to engage with local, regional, national and EU wind energy governance actors.

This report covers the results of a workshop entitled "Barriers of Wind Energy in Catalunya and the ENBIOS Socio-Environmental Impact Assessment", held at the Institute for Environmental Science and Technology, in Barcelona in March 2023. The workshop aimed to identify the parameters that must be included in the ENBIOS tool during its adaptation to the wind energy specifics. The attendees of the workshop were policy-makers, industry representatives, NGOs, and civil society operating in Catalunya, a case study.

The workshop activities departed from a previous identification of the general barriers to the implementation of wind energy (STEP 1). This was followed by the identification of barriers to both onshore and offshore wind energy that are specific in Catalunya (STEP 2) with an open discussion organized in a World Cafe. Barriers were then prioritized following the Eisenhower matrix of relevance and urgency (STEP3). Finally, the main drivers of the barriers and potential ENBIOS contributions to overcome them were discussed using a two-round process coproduction based on an adaptation of group-level assessment for the 5 barriers that were classified as priorities (STEP 4).
