HealthData@EU pilot project - Deliverable 3.1 Evaluation report

This Evaluation Report is a deliverable of the HealthData@EU project, due on 31 December 2024. It assesses the project's performance, evaluates its impact, and provides recommendations for future European initiatives of a similar nature.

Data for the evaluation was collected through a structured questionnaire and supplemented by semi-structured interviews. Key Performance Indicators, established at the project's outset, were used to track and measure progress across all work packages.

The report offers a comprehensive overview of the HealthData@EU pilot project, which started on 1 October 2022 with a duration of 27 months. The project brought together 17 partners from diverse sectors and countries. Its objectives were twofold:

• To develop and deploy an IT infrastructure establishing a network of nodes that provides services to data users, such as streamlined data discovery, data access applications, and data usage capabilities, in collaboration with the European Commission.
• To run multi-country research projects aimed at testing the feasibility of these initiatives, identifying key challenges, and gathering insights to enhance the future HealthData@EU IT infrastructure.

The evaluation covers various aspects of the project, including coordination and management, activity execution, communication and dissemination efforts, and the project's impact and sustainability. It also provides actionable recommendations for future European projects. These include enhancing project management practices, fostering stakeholder engagement, prioritizing communication and dissemination activities, adopting a flexible approach, and implementing an organizational development framework.
