Haïti et Machiavel : Les idées de Le Prince appliquées à contre-sens

Abstract

This article examines the failures of governance in Haiti through the lens of the principles outlined by Machiavelli in The Prince. It highlights how a poor understanding or misapplication of key concepts such as legitimacy, virtù, the balance between fear and respect, and the role of public institutions has contributed to the progressive collapse of the Haitian state.

The analysis reveals that Haitian leaders, instead of embracing pragmatic and effective governance, have often prioritized personal and partisan interests. This has led to the misuse of public institutions, the exacerbation of economic, social, and security crises, and deepened inequalities. For instance, natural disasters, such as the 2010 earthquake, were mismanaged, reflecting a lack of virtù—the ability to turn crises into opportunities to strengthen the state.

The article also emphasizes the importance of robust institutions, which Machiavelli regards as the pillars of stability and prosperity for a state. In Haiti, institutions like the police, judiciary, healthcare, and education have been systematically weakened, fueling public distrust and chronic instability. Moreover, the inability of leaders to establish legitimate and respected authority has further undermined national cohesion, leaving the country trapped in a cycle of recurring crises.

In conclusion, the article advocates for a return to Machiavellian principles, applied sincerely and pragmatically, to rebuild a stable and prosperous state. This entails strengthening institutions, implementing inclusive and transparent policies, and adopting a long-term strategic vision to address the real needs of the population and restore trust between citizens and their leaders.
