Description
This study aims to examine the development of the rightto access and use information by agencies, organizations, and individualsunder the Vietnamese legal system from the country's reform period (1986) tothe present. Research Content: The study focuses on the expansion of the rightto access and use information in archival documents of agencies,organizations, and individuals. This right has been affirmed through the legalframework, from the Constitution to relevant laws, particularly archival laws.Additionally, the article analyzes the clarity of legal provisions regarding theresponsibilities of the State, organizations, and the archival system inproactively disclosing and providing information. Research Methods: Thestudy employs analytical and synthetic methods to examine legal documentsand compare the development of the right to access information inVietnamese law with international legal trends Value: The researchcontributes to clarifying the development of the right to access and useinformation under Vietnamese law. Furthermore, it highlights the significanceof this right not only for domestic entities but also for foreigners who seek toresearch, study, and work in Vietnam.
