Deliverable 1.1 Specification of the data sets' quality and utility label

This deliverable aims at providing technical specification of the data sets’ quality and utility label (task 1.3) based on previous work on DQ&U dimension conceptualization (task 1.1) and related consensus process (task 1.2). The joint output of tasks 1.1., 1.2 and 1.3 have conformed to the deliverable 1.1 (D1.1) that operationalizes the consensus into technical specifications that will allow to define and design the data quality and utility label per se. The technical specifications displayed in this deliverable focus on the metrics, values/weights and format of the data quality and utility label and respective indicators (e.g., score, categories, binary/“stamp” format).

This report is structured as follows:
● Chapter 1 first provides an overview of the main outputs of tasks 1.1 & 1.2 on which the final specifications identified in this report are based.
● Chapter 2 is dedicated to the selected consensus methodology of task 1.3 to prioritise and operationalize the outcomes of tasks 1.1 & 1.2.
● Chapter 3 describes how the label specifications were identified, comprising:
○ The process of refining the dimensions retained from the Delphi survey;
○ The process of defining corresponding operational measure(s) and values for the remaining dimensions;
○ Information on the two online surveys that were conducted about the relevance of the proposed measures & values, the weighting of quality dimensions & measures, and the definition of dataset quality levels.
● The conclusion provides a summary of the main findings including an outlook on how the presented results will feed the upcoming work packages.
