INCLUSIVE SOCIETY AND INCLUSIVE EDUCATION: INTERNATIONAL EXPERIENCES IN ADDRESSING DISABILITY

The current stage of development of the world community is characterized by the existence of pronounced opposite trends of a humane and inhuman nature. Humanity, forgetting the basics of security, embarks on armed conflicts, the local nature of which weighs in the balance, while developing humanistic movements. The value of human life and health is in limbo, but it is preserved thanks to accepted world standards and developing general inclusive social practices. We observe this trend in relation to the inclusion of people with disabilities. The disability of societies, exacerbated by numerous environmental, technological and social risks, economic crises, epidemics and wars, has led to the fact that there are more than a billion people with disabilities in the world, of which 80% live in developing countries (https://www.un.org/ru/206691). Every person with health problems, with congenital or acquired disabilities, who finds himself in such a situation, is forced to decide how to get involved in social life, and each society answers the question of what to do with such people based on their own ideas and resources. It goes without saying that inclusion is a process that depends both on the level of economic well-being of each national society and on its spiritual, moral, cultural state, while the degree of inclusiveness of society has become a marker for comparing development. The general trend of attention to the issue of social and educational inclusion observed around the world indicates that this marker is accepted by most countries of the world, but this issue is resolved on a case-by-case basis in its own way. 
This monograph presents the experience of different countries and different social practices for solving the problem of disability. Of course, we can notice some difference between these practices, but the general trend in solving this issue is obvious, it demonstrates the search for effective humanistic technologies that avoid social exclusion and stigmatization of people with disabilities.
