Repensando a autonomia na política externa brasileira: uma agenda de pesquisa para o século XXI

O artigo examina o impacto do conceito de autonomia na política externa brasileira (PEB), inserindo-o nas dinâmicas contemporâneas da América Latina e do sistema internacional. Propõe uma agenda de pesquisa atualizada que contempla os desafios impostos pela rivalidade sino-americana, as estratégias de hedging adotadas por países da região, e as interações entre autonomia, desenvolvimentismo e multilateralismo. O estudo adota o quadro teórico de Judith Goldstein e Robert Keohane, conforme delineado no livro seminal Ideas and Foreign Policy (1993), para compreender como ideias moldam as preferências e estratégias dos atores estatais. A análise busca evidenciar a relevância da autonomia enquanto princípio estruturante da PEB e sua articulação com os imperativos econômicos e políticos no cenário global.

Abstract (English)

The article examines the impact of the concept of autonomy in Brazilian foreign policy (BFP), situating it within the contemporary dynamics of Latin America and the international system. It proposes an updated research agenda that addresses the challenges posed by Sino-American rivalry, the hedging strategies adopted by countries in the region, and the interactions between autonomy, developmentalism, and multilateralism. The study adopts the theoretical framework of Judith Goldstein and Robert Keohane, as outlined in the seminal book Ideas and Foreign Policy (1993), to understand how ideas shape the preferences and strategies of state actors. The analysis seeks to highlight the relevance of autonomy as a structuring principle of BFP and its articulation with economic and political imperatives in the global arena.
