Description
Dans le contexte actuel ou le new public management prend de plus en plus sa place dans les administrations publiques et vu l’importance que revêt le dispositif de l’audit et de contrôle dans la gestion des dépenses publiques, il serait très important que ledit dispositif soit objet de recherches scientifiques. A cet égard, cet article vise d’un coté la maitrise des concepts de l’audit et du contrôle, pour en maitriser par la suite la démarche telle qu’elle est conçue par des institutions internationales et telle qu’elle est pratiquée au niveau des administrations publiques Marocaines. Et d’un autre côté cet article met l’accent sur l’apport de l’audit et de contrôle à la performance de la gestion budgétaire dans un but d’identifier les contraintes qui pèsent sur ces deux activités managériales en vue de les surmonter en proposant des mesures capables de garantir l’amélioration continue de la performance dans le but de préserver les deniers publics.
Abstract (English)
Given In the current context where the new public management is increasingly taking its place in public administrations and given the importance of the audit and control system in the management of public expenditure, it would be very important that the said system be the subject of scientific research. In this regard, this article aims on the one hand to master the concepts of audit and control, in order to subsequently master the approach as it is conceived by international institutions and as it is practiced at the level of Moroccan public administrations. And on the other hand, this article emphasizes the contribution of audit and control to the performance of budgetary management in order to identify the constraints that weigh on these two managerial activities in order to overcome them by proposing measures capable of guaranteeing continuous improvement of performance in order to preserve public funds.
