Description
In May 2018, EFSA, ECDC , AGES and BfR co-facilitated a workshop on preparedness for a multi-national food safety/public health incident (https://efsa.onlinelibrary.wiley.com/doi/epdf/10.2903/sp.efsa.2018.EN-1480[1]). The overall objectives were: i) facilitate networking of food safety and public health colleagues to further enhance collaboration across the European Union and European Economic Area and within Member States; ii) identify gaps in emergency risk communications and responding to multi-country events, under controlled conditions; iii) further enhance understanding and utilisation of relevant information-gathering and analysis tools including Epidemic Intelligence Information System (EPIS), Early Warning Response System (EWRS), The European Surveillance System (TESSy), Rapid Alert System for Food & Feed (RASFF) and FoodChain-Lab.
The workshop included a 2-day paper-based desktop simulation exercise facilitated by Instinctif Partners Ltd, EFSA, ECDC, AGES and BfR staff. The fictional scenario catalogued a multi-country food safety and public health outbreak in Austria, Poland, Czech Republic, Slovenia, Slovak Republic and Hungary arising from contamination of turkey meat with Listeria monocytogenes during production.
The exercise was driven by handing out ‘inputs’ according to a pre-defined schedule. These inputs included a range of simulated official documents, such as EWRS and EPIS alerts, plus epidemiological information for public health participants, RASFF alerts and notifications on tracing data for food safety participants, and media/social media coverage for communicators.
The documents used at the Vienna exercise are made available for organisations interested in adapting them for use in their food safety crisis training.
