In this article, the concepts and essence of the elements of a crime and the qualification of an act are explored, along with the specific features of qualifying an act as a composition of a crime that forms the basis of criminal liability. It also examines the similarities and differences between national and international experiences in this field through the use of logical methods, as well as comparative legal analysis, synthesis, and information breakdown. Based on international experience, relevant proposals have also been developed to improve the crime qualification system.
