ANALYSIS OF THE CONCEPTS OF "CAPABILITY", "POSSIBILITY" AND "ABILITY" AND SUGGESTIONS FOR THEIR USE IN THE DOCUMENTS OF THE SECURITY AND DEFENSE OF UKRAINE

Description
The essence, interconnection and inconsistency in the application of the concepts of "capability", "possibility" and "ability" of the Armed Forces of Ukraine and other components of the defense forces in the documents of the security and defense sector of Ukraine and defense planning systems using modern Euro-Atlantic approaches are analyzed. The ways of eliminating existing differences in the process of gradual transition to new principles of defense and budget planning based on capabilities are proposed.
