A presença da Rússia no mercado Europeu de gás é um tópico de interesse e preocupação na cena geopolítica e tende a aumentar com a Nord Stream 2. Neste artigo, a Nord Stream 2 e os argumentos a favor e contra são analisados sob uma ótica geopolítica e econômica, com foco no impacto que o projeto pode ter nos mercados energéticos da União Europeia, Polônia e Ucrânia, e sua viabilidade econômica é questionada devido a sanções e multas recentemente aplicadas por Polônia e Estados Unidos. A coerência dos apoiadores e detratores do projeto também é questionada, com motivações políticas e econômicas analisadas para determinar sua verdadeira posição. Uma revisão da literatura existente é realizada, com artigos científicos, de opinião e jornalísticos considerados, para permitir a formação de um ponto de vista objetivo e a análise de desenvolvimentos contemporâneos. Devido ao foco geopolítico da literatura existente, este trabalho identifica a necessidade de uma análise econômica mais profunda da Nord Stream 2, pois sua viabilidade econômica é negada ou enaltecida sem muita substância, com sanções e multas ainda não contempladas em estudos após uma intensificação em 2019 e 2020, que as transformou em medidas que podem impactar diretamente o projeto e até comprometer o provável lucro do qual as empresas envolvidas desfrutariam.
Abstract (English)
The presence of Russia in the European gas market is a topic of interest and concern in the geopolitical scene and tends to increase with Nord Stream 2. In this article, Nord Stream 2 and the arguments for and against are analyzed from a geopolitical and economic perspective, focusing on the impact the project may have on the energy markets of the European Union, Poland and Ukraine, and its economic viability is questioned due to sanctions and fines recently imposed by Poland and the United States. The coherence of the project's supporters and detractors is also questioned, with political and economic motivations analyzed to determine their true position. A review of the existing literature is carried out, with scientific, opinion and journalistic articles considered, to allow the formation of an objective point of view and the analysis of contemporary developments. Due to the geopolitical focus of the existing literature, this paper identifies the need for a deeper economic analysis of Nord Stream 2, because its economic viability is denied or exalted without much substance, with sanctions and fines not yet contemplated in studies after an intensification in 2019 and 2020, which transformed them into measures that can directly impact the project and even compromise the probable profit that the companies involved would enjoy.
